The resolution on breakthrough development in science and technology, innovation, and digital transformation by Petrovietnam’s Party Committee is a crucial solution to drive growth, enhance productivity, quality, and efficiency, and serves as a decisive factor for Petrovietnam to accelerate and elevate itself into the National Energy Industry Group.
Accumulating "Resource" Wealth from Science and Technology
Recognizing science and technology (S&T) as a critical solution for Petrovietnam to successfully execute its strategy of becoming a National Energy Industry Group, Assoc. Prof. Dr. Lê Bộ Lĩnh, former Deputy General Secretary of the National Assembly and former Deputy Chairman of the National Assembly’s Committee on Science, Technology, and Environment, highlighted that the oil and gas sector has been one of the earliest adopters of S&T in Vietnam. The industry quickly embraced advanced S&T from the Soviet Union (Russia) and other developed countries.
According to Assoc. Prof. Dr. Lê Bộ Lĩnh, S&T achievements have enabled Petrovietnam to ensure energy security and establish Vietnam's first petrochemical refinery complex in Dung Quat. This development represents a significant advancement from crude extraction to processing, leading to growth in related industries including plastics, fibers, and fertilizers. Moreover, as a leading technical-economic sector, oil and gas have strengthened maritime economic development linked to national defense and security, solidifying its position in the national economy.

Given its unique nature, the oil and gas industry demands high S&T application standards, unlike other sectors. Every stage (exploration, extraction, storage, processing, distribution) and field (geology, biochemistry, mechanics) requires advanced S&T applications to meet development needs. The industry has worked hard to grasp new global S&T trends while developing technologies suited to its specific characteristics.
“Investment in the industry’s S&T has always been emphasized, as exemplified by the Vietnam Petroleum Institute. Not all economic groups have their research institutes, which reflects Petrovietnam's vision. The growth in Petrovietnam's S&T can be seen most clearly in the exploration and extraction processes in complex terrains, deep waters, and the shift from crude extraction to processing and diversifying products,” Assoc. Prof. Dr. Lê Bộ Lĩnh noted.
Throughout its operations, Petrovietnam has focused on researching and applying S&T to drive breakthroughs in development, enhance labor productivity, and improve competitiveness. Over the past 15 years, the Group has been awarded 10 Hồ Chí Minh Prizes and State Prizes for S&T, along with numerous prestigious innovation awards. The awarded S&T projects stem from real-world production and business activities, effectively applied and utilized within the Group's operations.
The project "Research and Application of Technological Solutions in Collecting, Processing, and Utilizing Associated Gas at Vietsovpetro's and Adjacent Fields" earned a State Prize for S&T in 2022.
Petrovietnam regularly collaborates with global partners and corporations to stay ahead and prepare for the dynamic energy transition. It actively promotes S&T research programs and develops roadmaps for renewable and new energy (offshore wind power, hydrogen, green ammonia), CO2 capture, and conversion. Assoc. Prof. Dr. Lê Bộ Lĩnh highly appreciates Petrovietnam's current strategic direction.
“The accumulation of S&T has provided Petrovietnam with substantial intellectual capital. S&T has resolved the industry's challenges. However, with the country's rapid development and the global fast-paced growth, Petrovietnam must keep up and surpass challenges to seize new opportunities,” he remarked.
Science & Technology Driving Petrovietnam into New Era
Amid depleting natural resources and the increasing demand for environmentally sustainable economic development, Assoc. Prof. Dr. Lê Bộ Lĩnh emphasized that these requirements necessitate a new vision, positioning the oil and gas industry at the forefront of an S&T development revolution aligned with its strategic development.
“Any industry aiming to compete domestically and internationally must focus on cutting-edge, foundational technologies to avoid lagging, catch up, and surpass. The world is in the midst of the 4.0 industrial revolution, characterized by automation and artificial intelligence. The oil and gas sector must adapt and apply global S&T achievements in production and business, proactively engage in international collaborations, and enhance value. This is a significant challenge, but Petrovietnam must be determined to achieve this through substantial S&T investment,” he asserted.
Recognizing the industry’s and the nation’s demands, Petrovietnam has identified S&T, innovation, and digital transformation as the keys to maintaining its leading position in the energy sector, addressing the challenges of global energy transition, enhancing competitiveness, and promoting sustainable development and international integration.
Implementing Resolution No. 57-NQ/TW dated December 22, 2024, by the Politburo on breakthroughs in the development of science and technology (S&T), innovation, and national digital transformation, along with various resolutions, directives, and orientations from different levels regarding S&T development, innovation, and digital transformation, as well as development orientations for the energy sector, the oil and gas industry, and Petrovietnam in the upcoming phase, the Standing Committee of the Party Committee of the corporation has agreed to issue the “Resolution on Breakthroughs in S&T Development, Innovation, and Digital Transformation, Creating New Momentum, Enhancing Labor Productivity and Competitiveness for Petrovietnam to Achieve Double-Digit Growth.” This resolution aims to focus leadership and direction, fostering high consensus from the parent company to enterprises and units within the corporation. It seeks to mobilize the entire political system of Petrovietnam, from officials and party members to workers, in the process of implementation.
Petrovietnam has set general goals to achieve, by 2030, advanced capabilities and levels of science and technology, innovation, and digital transformation in various key fields within the group, with some areas reaching international standards. Science and technology, innovation, and digital transformation will be developed into new growth drivers that enhance labor productivity and competitiveness. This will play a crucial role in ensuring the entire group grows sustainably at a "double-digit" rate, aiming to become a powerful National Energy Industry Group with modern governance and regional as well as international competitiveness, making it onto the list of the world's top 500 companies (Fortune Global 500).
From 2026 to 2030, the contribution of labor productivity from total factor productivity (TFP) — including technological innovation, production optimization/improved management, and enhanced labor skills — will account for over 55% of the Group's growth; the returns from science and technology, innovation, and digital transformation will exceed twice the investment costs…
To achieve the set goals, the resolution on breakthroughs in science and technology development, innovation, and digital transformation from the Party Committee of the Group is a top breakthrough solution; it serves as the main driving force for growth, creating significant improvements in productivity, quality, and efficiency; it's a decisive factor in enhancing the Group's overall competitiveness; and it provides a solid foundation for the Group to accelerate and elevate itself to become a National Energy Industrial Group. Alongside this, regulations/guidelines, human resources, infrastructure, data, and strategic technology are key focal points.
The project "Research on the design of the basic structure, details, manufacturing technology, and integration of a 400ft self-elevating drilling rig suitable for conditions in Vietnam" by Petrovietnam was awarded the State Prize in 2022.
Harness the power of the times to build core technology that serves the strategic goals of the industry.
Moving into 2025, Le Manh Hung, Secretary of the Party Committee and Chairman of the Petrovietnam Member Council, emphasized that the Group's development strategy needs to align with key milestones of the country, the oil and gas industry, and each period; ensure energy security in a sustainable direction; and play a leading role in driving the country's industrialization and modernization efforts.
To implement this, Mr. Lê Mạnh Hùng has asked all units within Petrovietnam to leverage contemporary strengths, apply science and technology to synchronize and establish a common database; focusing on speeding up and strengthening the application of science and technology, digital transformation, and innovation in management and operations systematically from the Parent Company down to its subsidiaries; implementing a 100% "electronic office" model across the entire Group system.
“Furthermore, we must focus on developing core technologies that serve the strategic goals of the oil and gas sector, applying technology and innovation for industry development. Scientific research should be identified as a crucial solution in executing future tasks to boost productivity and create higher-value products, ensuring revenue, profit, and strategic objectives during the Group’s transformation,” Lê Mạnh Hùng directed.
The Secretary of the Party Committee and Chairman of the Petrovietnam Member Council, Lê Mạnh Hùng, has urged all units within Petrovietnam to harness the power of the times and apply science and technology in production and business operations.
To realize these orientations, the Party Committee of the Group focuses on ensuring a high-level workforce for the development of science and technology, innovation, and digital transformation; establishing special mechanisms and policies for talented individuals; developing infrastructure, especially digital infrastructure, based on principles of "modernity, synchronization, security, safety, efficiency while avoiding waste"; enriching industry knowledge, maximizing data potential by turning data into a main production resource to accelerate the rapid development of a shared big database for the entire oil and gas sector. This will help enhance labor productivity, create new business models, participate in data industries and economies.
The Party Committee also aims for rapid and sustainable development while gradually achieving technological autonomy—especially in strategic technologies; prioritizing investment resources for science and technology development as well as innovation and digital transformation; fully harnessing the potential and intelligence of employees within the Group along with quickly acquiring and applying advanced global scientific achievements. This includes actively engaging with smart technologies and artificial intelligence; promoting applied research while focusing on fundamental research to achieve autonomy and competitiveness in certain fields where the Group has needs, potential advantages—all to serve improving its competitive capacity in core products/services.
The process of promoting science and technology, innovation, and digital transformation needs to be measured, monitored, and evaluated to ensure effectiveness, substance, and timely adjustments in line with global practices. The corporation focuses on increasing the quantity, quality, and efficiency of intellectual property exploitation; emphasizing the development of intellectual property alongside strengthening protection and enforcement of intellectual property rights to safeguard the rights and interests of the parent company as well as its subsidiaries within the corporation.
Petrovietnam builds on the achievements in science and technology it has attained while developing in line with the new industry strategy.
The Party Committee of the corporation is determined to raise awareness and make breakthroughs in innovative thinking; leading decisively to create new momentum and enthusiasm throughout the corporation for developing science and technology, innovation, and digital transformation.
The resolution of the Party Committee also emphasizes reorganizing the Group's innovation system, refining regulations/rules, enhancing management capacity in science and technology, innovation, and digital transformation; regularly measuring and applying management solutions, technologies, and training to improve labor productivity from total factor productivity (TFP); increasing investment to improve infrastructure for developing science and technology, innovation, and digital transformation across the Group; developing and utilizing high-quality human resources that meet the requirements for national science-technology development, innovation, and digital transformation; expanding scale and promoting research activities, application transfer of technology as well as digital transformation to serve sustainable development while protecting resources and the environment; strengthening cooperation to build and develop an open innovative ecosystem.
As noted by Associate Professor Dr. Le Bo Linh, investing in knowledge resources for Petrovietnam’s science-technology is crucial for enhancing Vietnam's petroleum industry's competitiveness. This needs to be realized in the Group's development strategy. With a strategic vision, he believes that Petrovietnam will play its pioneering role as a key economic group in energy towards a sustainable transition into The National Energy Industry Group.
